1. Who we are
This website is operated by Cyan LLC, a limited liability partnership registered in Astana, Kazakhstan ("Cyan", "we", "us"). You can reach us at hello@cyanasia.com.
Cyan provides structuring, establishment, corporate and administrative services to clients setting up and operating entities in international financial centres, including the Astana International Financial Centre ("AIFC").
2. What we are not
This is the most important section on this page. Please read it.
- We are not a law firm and do not provide legal services. Legal opinions and legal documents are prepared by independent law firms engaged directly by you or by your entity.
- We are not an accounting or audit firm and do not provide tax advice. Tax positions are confirmed by qualified advisers in the relevant jurisdiction.
- We are not licensed by any financial services regulator and do not carry on any regulated activity. We do not manage investments, advise on investments, arrange deals in investments, provide credit, provide fund administration or hold client money. Those activities are performed by licensed entities and their approved individuals.
- Nothing on this website is an offer of securities or an invitation to invest, and nothing on it is investment, legal or tax advice.
3. The information on this site
This site describes regulatory regimes, fund structures, timelines and costs. All of it is general information, current to the date shown, and provided in good faith.
- Regulatory rules, fees and processing times change. Figures marked as estimates are our expectations and are not quotations from any regulator or third party.
- Cost figures are indicative, in United States dollars, and exclude taxes in the paying jurisdiction. Actual costs are confirmed at engagement.
- Timelines assume a complete application and cooperative third parties. They are not commitments.
- You should not act on anything on this site without taking your own professional advice.
4. No guarantee of regulatory approval
The same applies to banks. Whether any bank opens or maintains an account for you or your entity is that bank's decision.
5. Engagements
An enquiry through this site creates no contract and no obligation on either side. We are engaged only when both parties sign a written engagement letter, which sets out scope, deliverables, fees and payment terms for that specific matter. Where this page and an engagement letter conflict, the engagement letter governs.
Fees and third-party costs
- Our fees are stated in the engagement letter and are exclusive of taxes, which are added where applicable.
- Third-party costs, including regulator fees, incorporation fees, legal fees, audit fees, platform fees and regulatory capital, are separate from our fees and are borne by you or by your entity, whether paid directly or reimbursed to us.
- Fees relate to work performed. They are not contingent on a licence being granted, and they are not refundable because a regulator or a bank declined.
6. What we need from you
- Accurate information. We and the regulators, banks and counsel we work alongside rely on what you tell us. Information that is incomplete or wrong causes delay and can cause refusal.
- Identity and source of funds. Any regulated party in the chain will verify identity, beneficial ownership and the source of funds and wealth. You agree to provide what is reasonably requested.
- Lawful purpose. You confirm that you are not subject to sanctions, that the funds involved are lawfully obtained, and that the structure is not intended to evade any law, tax obligation or regulatory requirement in any jurisdiction.
We may decline or discontinue an engagement, without liability beyond refunding fees for work not performed, where we form the view that any of the above is not satisfied or where continuing would be unlawful or improper.
7. Confidentiality
We treat non-public information you give us as confidential and use it only to provide the services. We may share it with regulators, banks, counsel, auditors and service providers where necessary to perform the work or where required by law. Confidentiality obligations survive the end of an engagement.
Note that information you give us is not protected by legal professional privilege, because we are not lawyers. Where privilege matters, communicate through counsel.
8. Intellectual property
The content, design and materials on this site belong to Cyan or its licensors. You may read, quote briefly with attribution, and print for your own use. You may not republish, resell or use them to provide a competing service without our written consent. Photographs of Astana and the AIFC campus are used for illustration and remain the property of their respective owners.
9. Limitation of liability
Nothing in these terms limits liability for fraud, fraudulent misrepresentation, death or personal injury caused by negligence, or any liability that cannot lawfully be limited.
Subject to that:
- This website is provided "as is". We do not warrant that it is complete, current or error-free, and we are not liable for loss arising from reliance on it.
- For engaged services, our aggregate liability arising out of or in connection with an engagement is limited to the fees you paid us under that engagement.
- We are not liable for indirect or consequential loss, loss of profit, loss of opportunity, or loss arising from the acts, omissions or decisions of regulators, banks, counsel, auditors or other third parties.
10. Third parties
We coordinate law firms, auditors, compliance providers, banks and technology providers. Those parties are engaged by you or by your entity, are responsible for their own work, and we are not liable for it. Where we introduce a provider, the introduction is not a recommendation that you rely on without your own assessment.

This site may link to third-party sites. We do not control them and are not responsible for their content or their handling of your data.
12. Changes
We may change these terms by posting an updated version here with a new date. Changes apply from the date of posting and do not alter a signed engagement letter.
13. Governing law and disputes
These terms are governed by the laws of the Republic of Kazakhstan. Disputes arising out of or in connection with them are subject to the exclusive jurisdiction of the courts of Astana, Kazakhstan, unless a signed engagement letter specifies a different forum, in which case that forum governs for that engagement.
